The military occupation has already fueled anger and resentment against the U.S. and swelled the ranks of terrorist groups. When the U.S. military besieged Falluja last April, at least 600 Iraqis were killed, most of them civilians. Given the scale of the threatened assault, far more Iraqi civilians could be killed this time around, as well as many U.S. and Iraqi soldiers.
